Bond Election Fact Sheet

Cypress-Klein Utility District (the “Water District”) will hold a Bond Election on Saturday, May 4, 2019, to obtain voter approval for the authority to issue bonds up to $7,000,000 and a like amount in refunding bonds for the purposes stated in this notice.

The Water District is a political subdivision of the State of Texas that was created in 1971 for the purpose of providing water, sanitary sewer and drainage facilities to the land inside its boundaries. The Water District contains 482 acres of land, and includes the subdivisions of Wimbledon Estates and Racquet Club Sections 1 through 5, Wimbledon Park, Wimbledon Center Court Estates, Wimbledon Forest Sections 1 through 3, the Park at Cypresswood, Wimbledon Place Condominiums and Wimbledon Pine Condominiums. The Water District also serves commercial development along Cypresswood Drive. Water and sanitary sewer service is provided to approximately 850 customers by the Water District.

In order to provide water and sanitary sewer services to its customers, the Water District constructed, owns and operates the following facilities (the “Service Facilities”):

  • a water supply and distribution system;
  • Water Plant 1 and related facilities;
  • Water Plant 2 and related facilities;
  • Water Plant 3 and related facilities;
  • Elevated Storage Tank;
  • a sanitary sewer collection and a wastewater treatment system;
  • a wastewater treatment plant; and
  • lift stations.

The Service Facilities were constructed over forty years ago, and it is necessary to repair and renovate the Service Facilities to provide continuous service to the customers of the Water District. A Capital Projects Plan has been adopted to provide for the rehabilitation and renovation of the Service Facilities over an extended period of time.

The Bond Election to be held on May 4, 2019, is seeking voter authorization for the ability to issue bonds up to $7,000,000 to accomplish the renovation of the Service Facilities. The Service Facilities will not be renovated all at one time, but over a number of years. To the extent possible, the Water District will continue to pay for renovation and maintenance of the Service Facilities from revenues generated through the levy of a maintenance tax. If approved, the Water District would issue the $7,000,000 bond authorization in phases, and when and if needed to obtain funds for major capital outlays that cannot be funded through maintenance tax revenue.

The Bond Election will be held on May 4, 2019, from 7:00 a.m. to 7:00 p.m. The nearest Election Day Voting Location is the Barbara Bush Library, 6817 Cypresswood Drive, Spring, Texas 77379.   • April 22 through April 26 – 7:00 a.m. – 7:00 p.m.
  • April 27 – 7:00 a.m. to 7:00 p.m.
  • April 28 – 1:00 p.m. to 6:00 p.m.
  • April 29 through April 30 – 7:00 a.m. to 7:00 p.m.

The Water District will conduct a town hall meeting to answer your questions concerning the Bond Election at 15705 North Greenfield, Spring, Texas 77379 on Monday, April 8, 2019, from 7:00 p.m. to 8:00 p.m.
